Since 1976, Communications Electronics (CE) has been the Mid Atlantic’s single source for mission critical wireless communications. Communications Electronics has significant experience across a diverse range of wireless and wired solutions. Our expertise includes system engineering, design, installation, sales and service for two-way radio, in-building wireless systems and distributed antenna systems (DAS), integrated security, intelligent transportation systems and a host of related products.
Our in-building wireless experience spans single network two-way radio and mobile phone systems to multi-network (“neutral host”) systems integrated with data systems; tunnels and buildings from a few thousand square feet to millions of square feet; and geographic coverage including all of the Mid- Atlantic region. Our in-building reinforcement customers include AT&T, Verizon, the US House of Representatives, Social Security Administration and many others.
CE has enjoyed a long partnership with Motorola spanning 28 years. We are currently ranked in the top 15 Motorola Solutions partners in the nation. We have achieved Motorola’s highest levels in sales and service as a Motorola Platinum Professional Elite Partner and Commercial Radio Elite Specialist and an ETA and CSC certified Motorola Premier Service Partner.
Our on-staff RF Engineers hold BSEE degrees and have over 30 years of experience in the cellular and mobile radio wireless industry. Our installation staff is equally capable, performing virtually all the installation tasks required for each of our in-building installations including surveying, cable pulling, antenna mounting, commissioning, testing and maintenance.
Roger Cassell has been President and CEO of Communications Electronics’ (CE) since 1996. He is a member of the Communications Electronics Executive Committee, the Motorola Service Advisory Committee and Board Member of the Eastern Division of Motorola Service Shops Association (EDMSSA).
In addition to his leadership role at CE, Roger is a Board Member of the Independent Can Company, Board Member of the Baltimore County Foundation, Director of Farmers and Merchants Bank, Managing Member of Cassell Group, Managing Member of 1924 Group, Managing Member of 1955 Group, co-owner of Revonah Bakery, co-owner of Club 2000 and co-owner of LCB Limited.
Glenn D. Cassell founded Communications Electronics, Inc. in 1976 along with two co-founders. By 1984, CE moved to Deereco Road in Timonium and the co-founders had left the business. It was at this time CE had the opportunity to start in the cellular business and Glenn took advantage of the new technology he thought would bring significant change to the industry.
Before becoming President, CEO and Chairman of CE, Glenn filled many roles in the radio business. He served as a Radio Service Tech, Installer, Salesperson, Manager, President, Vice President, with other organizations before becoming President, CEO, and Chairman of CE.
As Chief Financial Officer (CFO), Tim oversees corporate accounting, financial reporting, tax compliance and strategy, financial planning, performance analysis, cash flow, treasury, risk management, and underlying systems. Tim operates as a strategic partner to the Chief Executive Officer and Chief Operating Officer in formulation of corporate strategy and driving execution of key initiatives. He is a member of the Communication Electronics Executive Committee.
Tim has 25 years of corporate finance and administration experience within the professional service, manufacturing, retail and public accounting sectors, including both private equity and publicly-traded company environments. He began his career at KPMG, one of the largest global CPA firms. Tim went on to serve in positions of increasing responsibility, domestically and in Europe, within a global Fortune 500 manufacturer later acquired by Johnson Controls. He then held progressive leadership posts within The Bon-Ton Stores, Inc. for 15 years. In recent years, he operated an independent consultancy practice and most recently served as Chief Financial Officer for Advantage Engineers, LLC.
Tim has been active in his community, serving on non-profit boards throughout the years and as a guest writer on leadership topics for the Central Penn Business Journal. He holds a bachelor’s degree from Shippensburg University of Pennsylvania and is a Certified Public Accountant.

As Chief Operations Officer (COO), Glenn oversees company operations, engineering, IT, facilities, fleet and the integration of acquisitions. In addition, he leads the Sales & Marketing for two business units. He is a member of the Communication Electronics Senior Management and Executive Committee.
Glenn has 30+ years of operations and administration experience within the wireless industry, mobile network operations, field service, depot level repair, retail, including publicly-traded and private/family owned company environments. He began his career in the USAF, as a Satellite Communications & Doppler Radar Technician. As an Equipment Engineer at Bell Atlantic Mobile he was tasked with overseeing special projects and the deployment of new technologies and was quickly promoted to support the implementation of a retail strategy. His leadership and teambuilding strengths emerged early in his career as he led numerous business units for AMERICOM. During his tenure, Glenn launched several national business units and then went on to managed four Wireless Handset Repair locations taking the organization through rapid growth. Glenn went on to serve as VP-General Manager for seventeen years with System Integrators, a national wireless integrator specializing in tailored solutions for Mobile Network Operators to include Cell Site, DAS and Small Cell deployments, upgrades and maintenance.
Glenn has always been active in his community, serving as a Big Brother in Biloxi, MS, supported the Special Olympics, Boy Scouts of America and Junior Achievement of South Central, PA. He holds a bachelor’s degree in Business Management from the University of Maryland, University College and was a member of Vistage from 2012 through 2017.

Since receiving his BSEE degree from the University of Maryland, Michael has had more than 25 years of experience in the wireless industry. Michael has served in various roles including Business Development and VP of Engineering. He founded the Engineering team at CE and has developed it into a key piece of CE’s turnkey solutions strategy, and was the driving force behind CE’s expansion into in-building solutions, wireless networking, and Engineering Services. Michael is a member of CE’s Board of Directors and Executive Committee.
As Vice President and CTO of Communications Electronics Inc., Scott Cassell is instrumental in establishing and supporting the company’s technical vision.
Scott has been with CE since its startup in 1976 and has filled many roles such as installer, Road Technician, Shop technician, Tower mechanic, Shop Manager, Director of Services and the current position of CTO.
As Vice President of Human Resources of Communications Electronics, Vicki Borders is a strategic partner with all key business functions. She serves as an active member of CE’s Executive Committee and Senior Management. She is responsible for Talent Management, Benefits, Employee and Labor Relations, in addition to maintaining and enhancing CE’s values by planning, implementing and evaluating human resources policies, programs and practices to meet required state and federal regulations.
Vicki is SHRM and HRCI certified as a Senior Certified Professional (SCP) and a Senior Practitioner for Human Resources (SPHR). In addition, Vicki is an official of integrity appointed by state government as a Notary Public. She is an avid runner, enjoys time with family, traveling and is an active volunteer within her church and community.

As the COVID-19 pandemic continues to spread in the United States and across the globe, we want to let everyone know that Communications Electronics’number one priority is to keep our employees, partners, and customers safe. Here is an update on preparations and steps we have taken to date. Two weeks ago, CE assembled a cross-disciplinary COVID-19 Management Team to actively monitor the situation and make recommendations to leadership. We have been assessing the situation daily, remaining vigilant, and following recommendations from the World Health Organization (WHO), the Centers for Disease Control and Prevention (CDC), and local authorities. We’ve assembled guidance for our employee teams, pursuant to these recommendations.
As you know, the situation is evolving rapidly, and COVID-19 is affecting people differently, depending on their location and situation. As a result, flexible solutions are needed. CE Senior Management is considering all options, including the possibility of asking staff to work remotely.
While we remain focused on the health and safety of our staff and those around us, we also remain committed to serving our customers. Fortunately, we have technology in place and significant experience with working remotely. We have been working hard behind the scenes to ensure we can continue to deliver uninterrupted, high quality service. Operational teams have been working to identify potential needs and strategies associated with full-virtual delivery of services. Project managers and supervisors are actively having preparedness discussions with our teams. Our IT team has been reviewing and testing systems and protocols, to ensure necessary tools and support for staff to operate virtually. Everyone has a role to play.
